Mass Retirement with Security by Book enabled

Hi all

I setup security by book, however whenever I create a mass retirement for on of the sub-organisation and then i went to the Prepare Function to execuete the mass retirement. I got an error message " That I dont Have Access"

Is this funtion one of the draw back of security by book? Why who I have access to this Function and get that error? Or is it that this Form is excluded from security by Book.

Steps to reproduce the Problem.

1. Mass Transactions> Retirements> Create and Reinstate

2. Mass Transactions> Retirements> Prepare

Please advice if this is a setup issue, If yes how do i resolve this problem.
