Reporting - EBS (MOSC)

I need to modify a Layout in PROJECTS.

I am using GL Super user responsiblity and trying to access the layout defined for PROJECTS.

I am going thru  GL SUPERUSER--> WEBADI-->DEFINE A LAYOUT-->Integrator selection-->

   Select  "Projects -Transaction Import"   Click GO

It gives an error  "You do not have permissions to access this functionality"

This is happening to all non-GL layouts, ex HR, Projects etc. However, I can edit the Layouts pertaining to GL.

Pls advise
