Move files from Blob to OS driver on 11gR1/Window2008R1

My application will upgrade from Oracle 9i to 11gR1, Windows 2003R2 t o 2008R1.

Move files from Blob to OS driver on my current application, Oracle9i with Windows 2003R2, was built on an Oracle PL/SQL procedure with installation of MS C++.

Could you devise me any Oracle documents I can review for ?
