Agile 9.3 Web Client does not display icons or the blue line on logon screen

 We are testing out Agile 9.3 and we are finding at least one machine so far that has a problem in IE 8 when trying to use the web client.   The top blue line is missing on the login screen and the icons are missing when logged into wCM
