Hello,
I am trying to upgrade our 9i database to 11g on a new Windows 2008 r1 x64 Server.  I have created the database instance on 11g, however, I am unable to open Enterprise manager.  When I go to the database control webpage on the local server in I.E., I get a blank webpage.  When I go to dos and type in "emctl status dbconsole" I get "Access is Denied".  It does say Oracle Enterprise Manager is running, however, I get "Access is Denied".  I assume that is not expected behavior.  Can anyone recommend some troubleshooting steps to be able to
