Workcenter rates for Repetitive Manufacturing

I was wondering if somebody was able to use  jde repetitive manufacturing and how the rates were set up (havent found any documentation of costing for repetitive environment). JDE does not allow you to create rates for work center type 1 and was not able to attached routing to the item. Any info is appreciated.
