Licensing EM Management Packs with Standard Edition

When installing 10g R2 Standard Edition, all of the Management Packs are available and turned on by default.  Can the management packs be used in Standard Edition without a license?  Do they have to be licensed to use with SE?  Or can you only use them with EE?

One rep from Oracle told us that the EM packs can be used in SE without a license as long as they are only used standalone (with DB Control).  They could not be used with Grid Control.

Can someone please clarify this?  There does not really seem to be any clear answers out there on this and I have received conflicting information as well.
