How to detect the top heavy program when Oracle is hanging?

Gurus:
Everyday there is(or are?) heavy workload happened by 8:40 am, it causes Oracle hanging there and meanwhile no one, including sys user, could login the DB, and logined users cannot work anymore until the instance restarts.

Is there any way to detect the problem WHEN IT IS HAPPENING?

Any idea is appreciated.


p.s Oracle(10.2.0.3, 64bit) is hosted on Windows 2003 server( 64bit )
