Oracle Projects Contracts for invoicing lease payments

 I work for a city government. We are currently using Oracle Projects Contracts to manage and maintain contracts and agreements. In some instances we attach an Oracle project to a contract. Also, for some contracts we generate requisitions to pay for deliverables. But we have never used it for invoicing.

Recently I was asked to find out if Projects Contracts can generate monthly invoices for lease agreement payments on some buildings we own. None of the agreements are attached to an Oracle Project. All of the agreements are currently entered and maintained in Projects Contracts. We are running Oracle Receivables. Is Projects Contracts capable of invoicing for lease payments and if so where can I get a good setup document?
