Projects Allocations Using Transaction Expenditure Organization

Is there a way to define Project Allocation Rules where the Target and Basis are defined using transactions identifed by the expenditure organization of the transactions?  I think if exhausted my resources, and have not be able to find a way to do this.  I just wanted to make sure I wasn't missing something.  Any help would be appreciated.
