Pick release and staging problem

We are implementing OM for our internal requisitions. We use iProcurement (iProc) to enter requisitions. The import to OM works properly and creates internal orders in OM.  We created a staging subinventory in the organization. We made it reservable and netable. Then we had to put some items in it. In the Shipping Parameters we put it in the stage step.  When we executed the first time the pick release, nothing happened. We discovered that if we put qty in the staging sub-inventory, it works.  But, it does not consider the reel subinventory (CM-MAG) at all. Even after the ship confirm
