Tax rule differences between 12.0.6 and 12.1.2

I need some help please .

I configured ebtax in a 12.0.6 instance and it is all working fine. Now when I use the same configurations in 12.1.2 I am getting issues.

Basically the issue is do with the 'Determine Place of Supply' rule.

My example is for the UK OU:

I have a default rule set to ' Ship From' and then another rule over the top to say for Sales Transactions if the Ship from is not equal to United Kingdom then use Bill From.

This works fine in 12.0.6 but in 12.1.2 if the Warehouse field on the transaction line is left blank then no tax is generated as it cannot work out the place of supply . So it is ignorring my rule to use Bill from.
