Bugs and Knowledge sections

Is there any published documentation that explains in detail how the Bugs and Knowledge sections of MOS work? I have adjust my settings many times but have yet to find any settings that make these sections of any use at all to me. In old Metalink these sections were often very useful and often alerted us to things that we could be proactive about but whatever logic is used in them now doesn't seem to provide any value at least to me. Thanks!
