PO Approval Workflow Error from Email Response

 We are receiving many 'External Event ERROR : oracle.apps.wf.notification.receive.message' error messages.  The event error message is 'ORA-20100: Error occurred while parsing: Invalid char in text.'

When looking at the XML, it appears that the invalid character is almost always an apostrophe used in a reply to a request for more information.  I would almost expect the apostrophe to end the response (example Don't Do that would be rendered Don), but instead the whole WF errors.  Any thoughts, suggestions, or comments?  Thanks.
