Oracle 10.2.0.4 Rman process hangs at allocate channel on Windows Server 2003

  Hi,
 Rman backups hangs while allocating channel. This problem happens intermittently and can only be resolved by restarting the services.

here is the simple rman script

rman target / debug trace=tmp.txt
{
allocate channel ch1 type 'sbt_tape'
TRACE 2;
}
