End Date on Transaction Controls

We are facing a date issue with Transaction Controls. When a project is created using a template, the new project does inherit the transaction controls from the template correctly; but it gets created with an 'Effective To' Date as well - which is the project completion date. We do not want our projects to have an 'Effective To' date on the Transaction Controls.

I would appreciate any inputs on how we could do this.
