OTL: How to restart struck OTL Notifications

Hi, There are many a times when user submits time card and notifications got struck because either manager is end dated in fnd_user or in HRMS system. Notifications go in error status.
Please let me know which workflow parameters can be updated so that notification goes to new approver and what are the steps.

Currently what we follow is wait for the new manager and then resubmit timecard. This sometimes take very long time.
