Is there any possible that intrasit interog receipt with direct delivery even through item is inspec

Item level - Receipt Routing is 'Inspection'

Receiving Option - Receipt Routing is 'Direct Delivery'

Shipping Network- Receipt Routing is 'Direct'

For A item when purchase that we required that as inspection required for doing receipt. But the same item A when we do inter-org transfer we need direct delivery. Because of item setup inpsection required we unable to do the direct delivary. We have more thatn 150,000 items already defined at item level inspection requried. Please guide us is there any way for the same item for purchase inpection is required and inter-org direct delvery required.
