Changing the appearance of application forms hosted on Oracle application server.

I would like to change the appearance of all my application forms to light blue color which is hosted on Oracle IAS.

Presently the default color of all the application forms without done any settings are showing in apple white color. Please advice what are steps are needed to change the background color of the forms to desired one
