Siebel 7.8 Marketing Programs - Trigger a Campaign against Responses from Previous Campaign in a Pro

 Hello

We are working on a project based on Siebel 7.8.

I am looking for a solution of how I can trigger a campaign-2 which is part of a Marketing Program ( Campaign-1 & Campaign-2). The responses are recieved against Campaign-1 of Marketing Program. Campaign-2 will only trigger once responses are recieved or a segment gets filled with responses. We intend to create a segment for the responses.

Please let me know how this is doable. Does the Market Program designer tool provide such a functionality or we need to do custom development?
