Cannot see employees in iProcurement

We are using R12.0.6 and we currently issue POs for employees (encumbrance environment).  We cannot see the employees in the iProcurement app when creating the PR.  Currently, the requestors are using the core apps to create the PR for the employee.  I would rather have them use the iProcurement application to do this. 

I have enabled the 'Create/Update Employees' in the Application/Menu POS_HT_SP_FULL_ACCESS_MENU so you can see the employees as suppliers. 

Is there something else I need to enable to allow the requestors to see employees as suppliers?   there a way to do this?
