Rate Distance in OTM

I have a situation where I know the service time between two points but not the distance(rates are service time based). I have created a LOOKUP rate service with the service times between two points. If I then set up a rate offering with a rate distance of LOOKUP ELSE ESTIMATE, OTM will try to find a distance in the distance table, if it does not find it, it does an estimate of distance based on the lat/long on both locations. OTM then defaults into trying to estimate the service time assuming I have a speed set in a SIMULATION type rate service instead of checking to see if
