Trying to update field AuthenticationType for User object in webservices 1.0

I have a working .net webservice for updating user records. When I try to update the field AuthenticationType nothing seems to happen, I get no error messages. I am certain the webservice works because I can submit a request to change the SecondaryEmail and AuthenticationType and the SecondaryEmail value will update on the user record but not the AuthenticationType.

No errors are thrown in the web service and the operation shows up in the Web Services Utilization List with no errors either. This is very frustrating because we are implementing SSO and I have to update 1500 user records manually if not through webservices.
