eBus Tax in USA without Tax Provider

 I am working on the setups for US state and city taxes in AR only for a company that mainly has Government customers so most will be tax exempt. 

I have the Regime, Taxes, Rates and Jurisdiction created but I am not able to figure out which rules need to be configured or how to configure them.  From the documentation is sounds like I need Determine  Place of Supply and Determine Tax Applicability but I am not sure what the determining factor/conditions would be.  The goal is to have some rule say: If customer A has exemption do not charge tax on Order. All ship-to's are within the US but could be in any State or City.
