Slow SDK Cache Download on Windows 7

in Agile (MOSC) Question
When running SDK apps on my Windows 7 computer there is a very, very noticable delay when performing SDK actions for the first time.  I have noticed that the SDK cache in the temp directory is very slowly loading up, which would explain it.  Funny thing is this seems to only happen when connected to Agile systems on my office network, but when connecting to external Agile systems that are registered on a different network the speed is awesome.
I'm curious to know if anyone has run into this and has a quick fix.  I'm sure it has something to do with the Windows 7 network configuration between the internal vs. external networks.
