11g non oracle user cannot read tnsnames.ora file

11.1.0.7/Oracle Solaris on SPARC (64-bit)
Note ID 834626.1 states that 'The changePerm.sh file is not available nor necessary for Oracle database server 11.1.0.x because in 11g, permissions under the Oracle Home (including "others") are set correctly/relaxed. However, cannot read e.g. tnsnames.ora file as DBA browse account is not a member of the oinstall or dba groups.
Is it okay to change the permissions on these files manually ? Or some better way ?
