Is it possible to use modify_customer opcode to purchase account level deals?

From customer center If I purchase service level deal then PCM_OP_CUST_MODIFY_CUSTOMER opcode is called.

But when I purchase account level deal then PCM_OP_SUBSCRIPTION_PURCHASE_DEAL opcode is called.
For same action(purcahseing deals) two different API(opcode) is used.  This is something not good.
Is it possible to use the modify_customer opcode to purchase account level deals?
