Budget Request not getting approved

 When I try to create a budget and click on "Request Approval", it takes me to "Preview Approval" page.

I am the requester, owner and the approver according to the Default Approval Rule. But when I click on "Confirm" on this Preview page, it still does not approve it. It takes me back to the Budget detail page and the button "Request Approval" is still there.

Also the status still says - Draft.

Also, when I go through the Workflow Administrator responsibility, I don't see any notifications either.

Any advice?
