CRS,CSS,EVMS can't startup

 dear all:

              my rac(10.2.0.1) was installed on windows 2003.one node was broken now.

and i add the node from the good node.the clusterware has installed on the broken node.

but on it OracleCRSService,OracleCSSService,OracleEVMService can't start.

then i can't run vipca.bat for virtual ip .how can i solve it?

windows is running properly,so are netconnect,storage,crs check.
