ORA-12535: TNS:operation timed out

Hello,
When im trying to connect to database through my local client  (10.2.0.2) im getting error
ORA-12535: TNS:operation timed out-

But when i tried login in to server as    sqlplus scott/****@tns_entry im able to login.

Please tell me what could be the problem and solution on this.
