Delete Activities for a project copied from a template

 Version 9.3 I've created a criteria where Owner in $USER and General info.Created from template is NULL and created a "Delete" privilege with this criteria. I've assigned this to a Project manager Role . Shouldn't this only let you delete the projects that are not copied from Template and the user is the owner of that activity?

This is not allowing me to delete any activty even if I'm the owner of the activity and not copied from template or vice versa.

If I change the criteria to be Created from Template is "Not NULL" then I'm able to delete any Activity even if it is copied from templateor not.
