Upgrading to 11.5.10

 Hi all,
Need the advice of experts on a couple of items. We need to upgrade from 11.5.8 which we are presently using to a supported version. We're initially looking at 11.5.10 before moving into R12. I need to provide a business case and technical case analysis to our management as to why we should do it. Just a formality of course but its essential to get things moving. Can someone direct me to a link where i can find info which justifies the upgrade pls?
