r12 API to calculate Tax

Hi Friends,
We are on 12.1.1 and we are using vertex derive the tax rates and conditions.

Issue is :

When the customer places an order in Web how to derive the tax rate

.should we call the vertex directly

(or )

.Is there any API in oracle to call EBTax from Web and EBTax in turn will call vertex.
