Issue on Connecting with 11g DB of 64bit WIndons2008R1

  My new DB server just was set up on 64bit Windows 2008R1, with Oracle 11gR1 for 64bit Window 2008.

The new DB could be only connected via DOC-sqlplus on the server. The server could be pinging from any clients on private network.

However, any developer tools can not connect with the new DB, like

sqlplus>conn system/PWD@myNewServerName:myPort/NewDBsid from a client

ORA-12170: TNS:Connect timeout occurred

Via SQL Developer,

Status: Failure -Io exception: the Network Adapter count not establish connection
