Closing BPA lines

We have blanket purchase orders defining price, bur also a quantity agreed at the line level.  We need a way to prevent users from releasing more than the amount agreed.

We could manually close lines, but that takes a lot of work by purchasing to monitor and maintain, plus, you can still release against the closed lines anyways.

Any suggestions would be appreciated.
