Is there a way to bring in Install Base functionality into a custom responsibility?

 Greetings,

I have been trying to bring the Install base functionality (Oracle Installed Base User responsibility) into some of our custom responsibilities with no luck.  We are most interested in being able to update an Install base instance.  Any suggestions?
