Can Possible to Restrict Reason code for specific org. ?

 Hi,

We have define more than 1000 reason code for usage. But all reason code not necessary for all users. So It can possible limited reason code to see in LOV  for Particular Org. level.

For example.

Reason codes are R1,R2,R3  display in all org. txn but I want dispaly R1 for particular org. like that.

Pl. suggest feasible solution.
