Running Cross Instance Consolidation Transfer

 We're running cross instance consolidation transfer between two instances of Oracle financials, and for some reason the journal import on the target (remote) instance is not getting kicked off.

Another cross instance transfer between other two instances works correctly and journal import gets kicked off properly.

The following shows setups where it works and when it doesn't work:
