OMS won't restart

 One of the DBAs had to stop all OMS services and shutdown the repository database in order to install an IAVA patch. After installing the patch she could not restart the OMS. She got the following error:

hostname-SunOS{emrep}{oracle} opmnctl startall

opmnctl:  starting opmn and all managed processes....

   5 of 6 processes started.

ias-instance id=EnterpriseManager0.hostname

ias-component/process-type/process-set:

   HTTP_Server/HTTP_Server/HTTP_Server

Error

   Process (pid=17401)

   failed to start a managed process after the maximum retry limit

   Log:

   /apps/oracle/Grid/oms10g/opmn/logs/HTTP_Server~1

Could someone tell me what possibly caused this error and what can be done to correct it. There was no problem restarting the database. Also we're running Oracle 10.2.0.4 (the repository database, agent and OMS).
