DEFAULT Degree of parallelism is not for SMALL indexes and tables ?

Hi,
Expert people say that SMALL tables and Indexes should NOT have degree( of parallelism ) ='DEFAULT' .
I was in the impresssion that we can put them in DEFAULT mode and later handle with 'Alter session force ..'.

Please comment !!!
