Multi_Leg Itinerary

I have an Itinerary configured with 2 legs. For the Service Provider Assignment Type field, I have selected Optimize Service Provider for Leg 1. For Leg 2, I have selected Re-use Service Provider.

OTM is planning the shipments using the least cost provider for both shipments. It is not using the same provider for both shipments, even though I have rates for both providers for each leg.

Is there something else that needs to be configured for OTM to use the same provider on both shipments?
