wip_discrete_jobs schedule_completion_date

I hope I have the correct forum for this type of question.
I have noticed that the schedule completion date will change in the wip_discrete_jobs table without the last_update_date or program_update_date fields being touched. Is this by design?

I also noticed that the who columns appear to be updated for first and last unit dates in wip_operations. Is this a more reliable way to get the schedule_completion date changes?
