NSV0: Failed to connect to remote database (11.1.07)

I am trying to setup a data guard in a test environment. My primary database is gene1 and standby is gene2. I am able to do a switchover manually from one to another in either direction. When I create a DG configuration and enable it I see no errors, but when I do

show database verbose gene2 (this is my standby) I get

Error: ORA-16664: unable to receive the result from a database

When I look at the drcgene2.log  I see the following message (among others)

NSV0: Failed to connect to remote database gene1. Error is ORA-12514

This seems to be a very clear message except that I am able to sqlplus to gene1 without any issues from a UNIX prompt.
