Can possible to give excess of Organization Items as view only?

 Hi ,

In 11 i discrete Organization items not able to change any field , tab and region. So we give Organization items excess for veiw only. Now we migrate in 12.1.1  , In R12 discrete Organization items able to change some field, tab and region. So Pl. advise how to give excess for this form as view screen only.
