Can possible to Restrict Base appse Receipt function disabler?

 Hi,

Here We are creating Receipt through Receipt localized form , but in Orace Inventory > Receiving > Receipt function is there. If user prepare Receipt through this fucntion tax entry will not generated. So We want to disable this form to all users with all responsibility at once.

Pl. advise or help. Applicaiton version 12.1.1
