Oracle 11.5.10 XML Punchout Ampersand Issue

 Someone please help.. you might know this off the top, I could not find in user guide.

I have the same problem as stated in this metalink article below. But I just do not know the exact steps to do in Oracle to apply the recommended solution.

Basically I'm trying to get rid of the punchout error due to this known bug when ampersands are not properly encoded. Thank you!!!!
