Error Configuring Multiorg

Hello,
We are configuring a multiorg instance, and in the moment we try to configure the operating unit, We get this error.

 java.sql.SQLException: ORA-20001: FLEX-ID DOES NOT EXIST: N, ID, 25281, N, SEGMENT, Default Legal Context, N, VALUESET, FND_MO_LEDGER_DLC ORA-06512: en "APPS.HR_ORGANIZATION_API", línea 4704 ORA-06512: en línea 1

We have deactivate all the Descriptive Flexfield, we did a bounce, compile the invalid objects.. we dont know what else to do..

Any one have faced this in the past?
