Cannot Change Ship To on SO line for configured item

This help ticket submitted from a user:

:Copied a sales order. Went to change the ship to customer. Received error message that change wasn't allowed as configured item had already been createdCopied a sales order. Went to change the ship to customer. Received error message that change wasn't allowed as configured item had already been created. 

I was able to give her a successful workaround by copying the problematic line, changing the Ship To customer THERE, and then cancelling the original line. All progressed normally. Question is, this need arises with some frequency and we haven't seen this problem before.
