PPM Templates - Best Practices

Hello,

We would like to create multiple instances of identical company project flows using Agile PPM.   We would like to preassign (or delegate) the owner of each task in advance.   

The ability to Delegate a task toggles on and off depending on the status of the Project (Proposed, Template or Active).   The abilty to "Save As" is also dependant on the Project status (for example you cannot save an Active Project as a Template.   Saving a Proposed Project (with Delegated Tasks) to status Template, drops the task delegattions such that the Template no longer shows the Tasks as Delegated in the new Template.
