publish FSG's in Excel format where the Excel Row and Column headers are defaulted

Hi, We are trying to publish FSG's in Excel format where the Excel Row and Column headers are defaulted into the .xls Report.  Rather than having to manually enable them through Tools --> Options->View--Row and Column Headers ? This automatically defaulted in 11i. Any suggestions? Rather than having to manually enable them through Tools --> Options->View--Row and Column Headers ? This automatically defaulted in 11i.
